摘要
发展区域特色文化产业是地方政府贯彻中央"转方式、调结构"战略的必然选择,是避免文化产业同质竞争、提升区域文化软实力和竞争力的有效途径,也是缩小区域发展差距和促进区域文化传承的重要渠道。面对文化资源流失、创意缺乏、高级文化产业人才不足和文化产业品牌建设滞后等困难,要发展区域特色文化产业,地方政府必须在制定完善相关政策法规、建立有效的协调机制、科学定位区域文化产业和产品优势等方面发挥主导作用。同时,在文化产品和服务策划包装时要创新融资渠道,解决特色文化产业发展中的资金短缺问题;突出区域文化特色,通过增加文化产品创意特色打造富于地域特色的知名品牌;创新中外合作形式,加强文化产品的中外合作生产。
To develop cultural industry with regional features is the necessay choice of carrying out the national strategy of "changing the methods and adjusting the structure". It is not only the major way to avoid competition between regions with similar cultural features, but also an important channel to promote the soft power of regional culture, narrow the economic gap in different areas and progress the cultural heritage. Therefore, local governments must play the leading role in making suitable policies and regulations, constructing efficient coordinated mecha- nism, identifying scientifically the unique features of regional culture in order to solve problems such as the loss of cultural resources, lack of qualified talents and shortage of well-known cultural brands. Meanwhile, innovative financing channel should be encouraged so as to attract more investment in the cultural products and services; well-known brands should be popularized and new Sino-foreign cooperative way of manufacturing cultual products should be enhanced.
