摘要 黑龙江省石墨资源在我国乃至全球有着得天独厚的赋存优势,合理开发和有效利用黑龙江省石墨资源可引导我国石墨行业的健康发展。历史上黑龙江省石墨资源开发利用缺乏有效的宏观管控,存在勘查程度不足、矿山开采秩序混乱、产品层次低、矿山生态环境破坏严重等问题,通过加大资源勘查力度、科学调控总量与结构、优化开发保护布局、建设绿色和谐矿山、加强重点矿区精细化管理,实现石墨资源开发和产业发展新格局。 The graphite resources in Heilongjiang province have unique advantages in our country but all over the world, so reasonable development and effective utilization will guide the healthy development of graphite industry in China. In history, there was no effective macro control over the graphite resources development and utilization; exploration degree was low. In addition, there were disordered mining order, low product, and seriously damaged ecological environment of mining area. On account of this, this paper proposes that in order to realize graphite resources development and the new pattern of industrial development, we should increase the intensity of resources exploration, regulate and control the gross and structure scientifically, optimize the allocation of development and protection, build a green harmonious mine, and strengthen refined management for the key mining area.
