试析图书馆战略规划的制定——以天津图书馆为例

Analysis and Generation of Strategic Environment of Tianjin' s Libraries under the background of Culture' s Prosperity and Development

以天津图书馆为例,对图书馆的发展态势进行分析,并试图为天津图书馆战略实施与调整提供一个基础的形势判断。强调在图书馆规划中实践中应强化馆员的战略意识、制定科学的规划流程、成立专门的组织机构、鼓励多元化的参与主体、关注多元的影响因素及编制规范的规划文本。

This paper shows the development situation of Tianjin＇ s libraries under the background of Culture＇ s Prosperity and Development and attempt to provide a fundamental direction for the implementation and adjustment of the strategy of Tianjin＇ s libraries. It is suggested that reinforcement of strategic awareness of the librarian, develop- ment of scientific planning process, establishment of specialized organizations, encouragement of diversification of the participating subjects, attention to the multiple factors and preparation of standard planning text should be ex- pressed in carrying out the practice of strategic planning.
