摘要
产业技术创新战略联盟是新时期促进我国产业共性技术研发,提升我国产业核心竞争力和自主创新能力的有效手段,是具有产业特征的产学研协同研发的新型技术创新组织模式。通过分析产业技术创新战略联盟的构建涉及到企业、大学、科研机构等各类主体的合作与竞争的复杂关系,提出正确处理好政府顶层设计与市场机制调节之间的关系以适应我国产业共性技术研发和扩散需要的建议。
The industry technology innovation strategic alliance is to promote the new era of industrial generic tecnnology re- search and development, enhance our core competitiveness and innovation capacity of the effective means of collaborative re- search with industry which was characterized by development of a new organizational model of technological innovation. By analyzing the industry technology innovation strategic alliance involves the construction of enterprises, universities, research in- stitutions and other kinds of cooperation and competition in the main complex relationship, properly handling the govern- ment＇ s top-level design and market mechanism to regulate the relationship between the common technology to adapt to Chi- na＇ s industrial need for research and development and diffusion of the proposal,
