摘要
教师教育制度是教育发展的根本制度之一。从教师教育制度顶层设计的角度来看,当前教师教育制度建设应从以下几个方面进行综合考虑:一是建立教育公务员制度,吸引优秀人才当教师;二是实施教师教育专业标准,提高教师队伍整体素质;三是实行国家统一教师资格考试制度,建立健全教师准入制度;四是建立政府购买公共教育服务岗位制度,鼓励师范毕业生去中西部农村地区任教;五是实行教师定期轮换流动制度,促进基础教育均衡发展;六是实施城乡统一教师编制制度,改变教师编制倒挂现象;七是完善教师权益保障制度,以法律保障教师合法权益;八是完善教师继续教育制度,促进教师专业发展;九是建立国家教师荣誉制度,鼓励教师终生从教;十是完善教师考核评价制度和建立教师退出制度,促使教师爱岗敬业。
Teacher education system is one of the fundamental system of education development. When it comes to the top design of teacher education system, the following aspects should be taken into account: Firstly, to attract talented people as teachers via the implement of the educational civil service system; secondly, to improve the quality of teachers as a whole by establishing the specialties' standards; thirdly, to improve the teachers' access system by applying the unified nation teacher qualification examination system; fourthly, to encourage the graduates to teach in rural areas of mid and western China through exercising the government purchasing public education service position system; fifthly, to promote the balanced development of basic education via establishing the teachers' rotation system; sixthly, to balance the teachers' number between rural and urban areas by providing a unified management system on teachers; the seventh, to safeguard the teachers' rights and interests legally by improving the teachers' rights protection system; the eighth, to ensure the continuous developing of teachers' quality through enforcing the teachers' continuing education system; the ninth, to encourage the teachers to teaching all their career via nation teachers' honor system; the tenth, to prompt the teachers to dedicate by exercising perfect evaluation system and exit system on teachers.
