The reform of the full credit and academy systems weakens the traditional concept of classes, but it demands a new college league construction model. The paper analyses the innovation of the college league construction model, stresses the class league construction and proposes a new mechanism in terms of assessment, community league construction, association league construction, class league construction, network league construction and all-round education.
