正因为有了这样一个很好的民生基础,明代才开始采取＂改土归流＂的政策,把奴隶制下的少数民族从土司王的野蛮盘剥中解放出来,开了清代雍正年间全面＂改土归流＂之先河。

It was because of a good foundation of people’s livelihood that the policy of“bureaucratization of native officers”began to be applied in Ming Dynasty, by which the ethnic minorities under the slavery were liberated from the brutal exploitation of Tusi, and it opened the precedent of overall“bureaucratization of native officers”in Yong Zheng period of Qing Dynasty.
