Under the mechanisms of Market selection, organizational management and control, and technological innovation diffusion, the process of urban development shows a close relations among workforce intelligence structure, the depth of exploitation of natural resources, industry profit rate, labor compensation levels and regional spending power, which have a obvious intrinsic correspondence. Other things being equal, the local government competition policy and advocacy strat- egy will affect the flow of resources among cities that have the competitive relationship, and lead to the evolu- tion of urban functions.
