西部大开发成效与中国区域经济收敛性——基于横截面数据和面板数据的综合考察

The Achievements of Western Development and the Convergence of Regional Economy in China——A Comprehensive Study Based on Cross-section Data and Panel Data

利用静态横截面数据和动态面板数据模型分析西部大开发对中国区域经济增长及西部经济增长收敛性的影响,实证结果表明:西部大开发的时机选择非常恰当,实施10年来,部分缓解了区域经济增长发散的大趋势;中国的区域经济增长存在着条件β收敛,但现阶段不存在明显的东、中、西部地区的俱乐部收敛,西部地区内部经济增长也呈现较明显的发散迹象。建议国家在新一轮西部大开发的过程中,强化对人力资本的投资和制度政策等软环境的建设。

The paper studies the influence of western development strategy on China＇s regional economic growth and the convergence of economic growth in western China by using static cross - section data and dynamic panel data. Empirical results show that the time to implement the strate-gy is quite right, so after 10 years of implementing the strategy, the divergent tendency of econom-ic growth has been partially alleviated; China＇s regional economic growth has conditionalβ conver-gence, but significant club convergence of the eastern, central and western China is inexistent at present. The internal economic growth in western China has significant divergence. The authors suggest that in the new round of implementing western development strategy, government should strengthen human capital investment and the soft environment construction such as institutional policy.
