摘要
医疗支付制度改革要从系统角度关注支付方式的选择、组合与衔接,关注支付方式与其支持性条件及系统环境的适应性。总额控制应关注其技术环节的激励机制设计。以健康与风险保障以及可及性、效率、质量与成本为绩效导向的医疗支付制度改革要以信息、激励导向与监管为切入点。
From a health system perspective, it is suggested for reforming the medical payment system to pay attention to the selection, combination, and mutual linkage of payment methods. And also suggest adaptation to sup- portive conditions and system environment. The incentive design for every technical aspects of global budget payment method implemented is emphasized. Information, incentive orientation, and supervision are the starting points for medical payment system reform with performance assessment based on health and risk protection as well as access, ef- ficiency, quality and cost.
