摘要
经过近10年的持续治理,垃圾短信仍然没有得到根治,依然是影响各大电信运营商客户满意度提升的顽疾。分析了垃圾短信屡禁不止的原因,并针对垃圾短信的治理困局,试图通过市场化的手段,打破垃圾短信的成熟产业链结构,找到一种各方共赢的垃圾短信治理方式,引导垃圾短信成为用户认可的手机广告,从而推动垃圾短信得到根治。
After nearly 10 years of continuous governance, spam messages still cannot be treated radical, which is still the major obstacle for telecom operators to improve customer satisfactions. In this paper, in order to control the spam messages, the reasons for repeated spam messages were analyzed and the market-oriented methods were proposed to break the industry chain and find a win-win governance pattern for each side to guide it to user-accepted mobile advertising. Therefore, the spam message could be controlled radically.
