Because of Five Dynasties＇ background and the disunity of the country, Songtaizu held a contemptuous attitude toward civil officers. In his idea of national administration, Songtaizu changed from ＂military officers superior to civil officers＂ to ＂civil officers superior to military officers＂. In a word, ＂to use military officers and civil officers equally＂ is his basic principle in his country management.
