Impacts by Evil Forces andIts Countermeasures in Rural Governance——Taking Y-town of South Henan as an Example

黑灰势力在豫南Y镇有比较广泛的现实基础。黑灰势力的介入,不仅使Y镇的治理难以达到预期目的,呈现出治理"内卷化"的图景,同时,黑灰势力也不断侵蚀Y镇基层政权的道义基础,使其合法性不断流失。而就Y镇而言,遏制黑灰势力的影响,需要立足长远,综合治理。

The evil forces have a relatively broad basis in reality in Y-town of South Henan.The involvement of evil forces not only made it difficult for local government to achieve the desired objective in governance,showing apicture of＂involution＂,but also consistently eroded the moral foundation of local grassroots political power whose legitimacy had been continuing to lose.As far as Y-town is concerned,it is necessary to carry out the longterm and comprehensive management,eliminating the impacts of evil forces.
