摘要
调查显示:学生家长对以"四个集中"为原则的中小学布局调整的态度县际差异大,多数家长认为中小学布局调整没有加重经济负担,没有导致大量学生辍学,对提高农村基础教育质量起到了积极作用。建议今后农村中小学布局调整应该顺应学校自然消亡、监控学校转移性消亡、杜绝学校强制性消亡,因地制宜地进行农村中小学布局结构调整。培养全科教师、推广复式教学;实行星系管理、统筹教育资源;配置数字资源,提高经费标准。办好村小和教学点,克服城乡教育均衡发展的难点。保留村小和教学点、增加村小和教学点的教师编制,控制农村寄宿制小学。扩展城镇优质教育资源,促进县域内教育与经济双赢。
T he survey results of the present study show that parents in different counties hold remarkably different attitudes toward the layout adjustment in elementary and middle schools under the principle of“Four Focuses” . Most parents think that the layout adjustment in elementary and middle schools doesn ’ t increase the economic burden , that it doesn’ t lead to the students’ drop-out , and that it has positive effects on improving the quality of basic education in rural areas . It is suggested in the paper that the future layout adjustment in rural elementary and middle schools should follow such principles as conforming to schools ’ natural closure , monitoring schools ’ transitive closure , forbidding schools ’ mandatory closure , and adjusting the layout of rural elementary and middle schools in accordance with the local conditions . Besides , training general teachers , promoting combined instruction , implementing galaxy management , coordinating educational resources , rational allocation of digital resources , and raising the standards of funding are necessary measures . What’ s more , rural elementary schools and teaching places must be managed in a proper way , and the difficulties in keeping balanced development between urban and rural education must be cleared . Lastly , other suggestions include reserving the rural elementary schools and teaching places , increasing teaching staff , imposing restrictions on elementary boarding schools in rural areas , increasing high quality education resources in tow ns , and promoting the mutual benefit between education and economy in counties .
