战略投送能力直接影响和制约着体系作战能力的发挥，是保证体系作战能力生成的重要支撑。结合航空战略投送能力生成的历史演变，提出航空战略投送能力生成模式转变的着力点，必须以军事任务为需求牵引、以军民融合为根本途径、以综合集成为发展方向、以质量效益为建设核心，并从顶层设计、指挥体制、人才培养、装备水平等4个方面提出对策。
