We describe the characteristic of time and physics of pulsars, and the significance of study, as well as recent progress in techniques of millisecond pulsar timing study. We analyse the condition and feasibility, and the goal and task of studying millisecond pulsar timing in our country. We discuss the key and difficult problems. The prospects for the application of pulsar time in the future development are also presented.
