摘要
本文以湖南省平江县石牛寨旅游区规划的生态影响评价为例,采用零方案与规划方案对比的方法以克服《环境影响评价技术导则生态影响》(HJ19-2011)推荐的综合指数法的不足;以100分制代替导则提出的1分制,并采用指标评分和划分等级相结合的评价方式,使评价结果更加直观明了。
Comprehensive index method is applied to the ecological impact assessment of Planning of Shinluzhai Tourism District in Pingjiang, Hunan. Project zero is compared with the planned project to overcome some shortcoming of the recommended comprehensive method in ＂Environmental Impact Assessment Technical Guidelines for the ecological impact＂ （ HJ19-2011 ）. The recommended one mark system is replaced by the hundred mark system, which make the assessment results much clearer and more intuitive.
