摘要
科研经费管理作为科研活动的重要内容,在保障科研活动有效资金支持、提高科研经费使用效率、减少和杜绝违法违规行为等方面具有不可或缺的作用。文章在对现有科研经费特点研究的基础上,分析了科研经费管理中存在的问题,并提出了强化预算管理、实行分类管理和核算、完善管理制度等对策,以期为科研经费的健康使用提供借鉴。
As an important component in scientific research activities, fund management plays an indispensable role to guarantee effective financial support for scientific research, enhance fund using efficiency, decrease and put an end to illegal activities. The characteristics of current scientific research activities were studied and the existing problems in research fund management were analyzed in the paper. Countermeasures were put forward, i.e., strengthening management of budget, carrying out classified management and accounting, improving management institution, etc. This will provide reference for efficiently use of research fund.
