摘要
全面推行素质教育要求教育者必须树立科学的教育观，本文从素质教育的教师观，素质教育的过程观和素质教育的质量观三个方面进行比较系统的论述。
Carrying out competence education all-sidely requires teachers to develop scientific concept of competence education. This essay expounds it thoroughly in terms of outlook on teacher, outlook on process and outlook on quality of the competence education.
