Government financial assistance policy plays an important role in the pre-school development to solve the problems of pre-school development funds. The high level of development and high-quality pre- school education in Chinese Hong Kong and Taiwan are inseparable from the attention of the government and financial investment. However, there are many characteristics of the financial assistance to the kindergarten, teachers and children or their families. So, a comparative study of the policy of Hong Kong and Taiwan has great significance to the development of the Chinese mainland＇s pre-school education.
