The paper put forward that the complexity of management strategies is to pay attention to and understand of the integrity of the complex system. It can be achieved by paying attention to the struc ture of the system, a wide range of perspective, tolerating ambiguity and uncertainty, the combination of subjective and objective, with the intuition and other means to reach. On the basis of the integrity of concern and awareness, it needs further maintenance and contributes to the integrity of the complex sys tems, and it should by the protection system through selforganization, creating the environmental con ditions of selforganization, and maintenance of the order parameter, and encourage pluralism and har mony with the environment to achieve.
