借鉴国外经验深化我国高教投资体制改革

Deepening the Committment to reform the investment structure of higher education by using the experience of other countries for reference

我国高教经费筹措办法存在一些弊端，致使高等教育中存在的许多问题都难以从根本上解决，有些问题妨碍着高教事业的发展和进一步改革。高等教育应主动适应市场经济，改革现有的投资体制，把高教服务与社会需求连结起来，增强自身的活力。在这方面，某些西方国家的高教经费筹措经验和原则（成本分担原则、利益获得原则、能力支付原则），可资借鉴。

There are some maladies in raising funds for higher education. As a result there exist some serious problems which hamper the development of higher education. The extant investment structure of higher education must be reformed so that higher education can meet the needs of market economy and match the demands of the society. We may use the experience of some western countries for reference to vitalize higher education.
