摘要
高校科研创新团队具有问题明确、目标清晰的问题导向性,学科交叉、技能互补的成员异质性,机制健全、结构合理的组织规范性,高度信任、充分合作的关系互动性的特点。高校科研创新团队也普遍存在缺乏战略规划和目标导向、人事管理体制有效的支持、科研考核体制的有效激励等问题。高校科研创新团队可以从自身建设和外部管理两方面入手,更加注重团队建设的科学性,加强科研战略规划工作,优化科研创新团队人事管理机制,建立合理有效的科研成果评价制度,提供有效的科研激励机制,保证科研创新团队作用的发挥。
Scientific research and innovation team in universities is characterized by clear goals and research problems, interdisciplinary and complementary skills, sound mechanism and reasonably structured organization normative, and highly trusted and fully cooperated relationship interaction. However, now they are also facing problems, such as lacking strategic planning and goal orientation, effective support of personnel management, and effective incentives from research and evaluation systems. To address these problems and ensure its exertion, scientific research and innovation team in universities, according to their self- improvement and external management, can take the following measures, namely, paying more attention to the scientific self- improvement, enhancing the planning work of research strategy, optimizing the personnel management system, establishing rational and effective evaluation system of achievements in scientific research, and offering effective incentives.
