当前,徐州市居家养老服务中政府购买模式存在的问题,主要体现在购买行为"内部化",社会组织缺乏足够的资金来源,服务评价和监督体系缺失,服务的市场化开拓不够等方面。徐州市政府应加强政府购买公共服务的制度建设,探索和拓宽社会组织服务内容,培育发展社会组织,建立健全监督管理机制,鼓励民间资本参与居家养老服务,促进养老服务社会化,鼓励社会力量通过各种方式参与养老服务,从而建立安全稳定、可持续的城乡社会养老保障体系,实现养老服务供给的多元化。

Government-funded home care pattern in Xuzhou has some problems. Services purchased by the government are offered by organizations associated with the government, social organizations are poorly funded, no service assessment and supervision system is available, the service marketization is insufficient. Xuzhou government should enhance the system construction for government＇s purchasing of public services, expand the service content of social organizations, support the development of social organizations, set up a supervision mechanism, encourage private capital to come in, facilitate socialized services for the aged, and motivate social efforts to provide the services in various ways. As a result, a stable and sustained old-age security system could be built, offering diversified services for the aged.
