The Status Quo and Development Modes of Heilongjiang Culture Industry

目前,黑龙江省文化产业发展优势突出:文化资源和科教资源丰富、地理区位条件优越;劣势明显存在:产业内部结构不合理,文化资源浪费、闲置和不足并存,文化产业区域发展不平衡、缺少龙头企业和品牌产品、文化市场发育程度低,中介组织机构尚不健全;具备良好机遇:国家和升级政府高度重视发展文化产业、经济持续增长、文化产业市场潜在需求巨大、文化与科技加速融合;面临严峻挑战:国内国际竞争日趋激烈、对文化产业的研究相对欠缺。黑龙江省应加快构建文化产业发展模式,包括空间推进布局模式、政府主导发展模式、传统与新兴产业二者并举发展模式。应打破行政区域限制,实现资源整合,以政府为主导,企业为主体,中介组织为补充,依托现代技术促进传统文化产业转型升级,大力培育和扩大新兴文化产业规模,为传统文化产业增添新活力,提升新兴文化产业影响力,增强其竞争力和影响力,从而带动黑龙江省文化产业整体发展。

The culture industry in Heilongjiang province has strong development advantages in terms of rich culture and science and education resources, and favorable regional conditions. However, the disadvantages are obvious as the interior structure of the industry is unreasonable; cultural resources are wasted, in idle or insufficient; regional development of the industry is uneven; there are no leading enterprise and brand-name products; the development degree of culture market is low; intermediate agencies are not established. The industry also sees great opportunities with the close attention paid by governments at the national level and the provincial level, sustained economic growth, potential demands of the culture market, and the accelerated integration of culture and science. In addition, the industry is facing severe challenges since the competition at home and abroad is increasingly fierce and the study of the culture industry is scarce. Hei- longjiang should expedite the building of development modes of the culture industry including the regional layout mode, the govern- ment-leading mode and the simultaneous development mode of the traditional and emerging industries. To be specific, the limitation be- tween administrative regions should be break to integrate resources. With the government taking the leading role, enterprises play as the main body, supplemented by intermediate agencies to facilitate the upgrade and transformation of the traditional culture industry with the support of modern technology and expand the industrial scale of the emerging culture industry, so as to add vitality to the traditional one and promote the competitiveness of the emerging one, promoting the overall development of the culture industry in Heilongjiang.
