应急管理是政府行政职能的重要内容之一。我国政府高度重视应急管理工作,建立和完善了包括应急管理法律体系在内的一系列应急管理保障体系,为积极稳妥应对各种危机事件提供了有力保障。县域党政部门是社会矛盾的交织点,县域政府是政府应急管理的重地,应急管理保障体系固然重要,但作为应急管理的领导力同样重要。它包括应对力、协调力、承受力、决断力、沟通力等五方面。

Our government pays more attention to it, and established and perfected a series of emergency management security system involving emergency management legal system, which provides powerful guarantee to treading well all kinds of incidents. The county government is the center of social contradictions, so it is the important place of taking emergency management. Undoubtedly, emergency management security system is very important, the same to the leadership of emergency management, which including the ability of responding, coordination, bearing, judge, communication.
