网络舆论与中国外交的互动——基于东亚网络民族主义案例的考察

On the interplay of Internet public opinions and Chinese diplomacy:Based on the case studies of East Asia's Internet-patriotism

随着全球化的深入和公民主权在新技术资讯平台上的不断彰显,网络民族主义对外交政策的形成及其效果的影响越来越重要。两者的互动过程是复杂的。案例显示,网络民族主义通过网络民意支持以增加回旋余地、网络舆论使外国感到压力并调整对策等层面,对外交有正面的助推作用。然而,网络群体极化的普遍特征混杂着中国特色的悲情意识,使中国网络民族主义也失于过度敏感、极端,甚至伴有黑客行为,从而对外交推行形成阻碍。在重复博弈的互动过程中,网络民族主义因言辞与行动存在落差、好恶态度变化太快等特点,更进一步削弱了其在积极层面对外交的影响。

Thanks to globalization and the development of new technological information platform that makes it possible for people to express their opinions and emotions, Internet-patriotism is imposing an increasingl impact on the formation and effects of diplomatic policies, and their interaction is a complicated process. y important Case stud- ies show that Chinese Internet-patriotism, on the one hand, exerts a non-governmental support for Chinese foreign policy, by providing more room for maneuvering and more pressure for other countries to adjust their solutions. However, the common feature of the network group polarization mixed with Chinese characteristic tragic conscious- ness would easily lead to over-sensitiveness and extreme reactions even accompanied by hacking, so Chinese Inter- net-patriotism sometimes impedes prudent foreign policies. During the interactive process of repeated game, due to its flaws like lip service and easily changed attitudes, the positive impact of Internet-patriotism on foreign policy is further weakened.
