基于承包商视角的国际工程劳务组织风险研究

Organizational Labor Risk Research of International Engineering from the Contractors' Perspective

现阶段在中国承接的国际工程项目中,"劳务组织风险"已成为各大承包商所面临的重要风险之一,对该风险管理的失当往往能直接或间接地影响项目的成败。通过案例收集、专家访谈和文献调研,对国际工程中的总承包方所面临的劳务风险进行了系统的识别和分类,并把该风险分为组织风险和非组织风险,针对基于务工人员忠诚度的"劳务组织风险"进行了细致研究,分析了其产生原因和后果,并总结出该风险的应对措施。希望能为中国工程公司参与国际工程项目的劳务风险管理提供有效参考。

Organizational labor risk has become the most important risk that Chinese contractors face in the implementing of the international engineering. And mismanagement of the labor risk will lead to project failure. However, currently, there is rare study focuses on the defining and further discuss of the labor risk. So in this paper, the identification and assortment of the labor risk is investigated from the contractors＇ perspective by the ways of case study, literature research and expert interview, and the risks are divided into organizational risks and non-organizational risks. This paper puts emphasis on the study of organizational risks measuring with the loyalty of the offshore workers, by analyzing the generation mechanism and major consequence and by summarizing the appropriate response measures. It will provide an reference of international engineering labor risk management to Chinese contractors.
