摘要
通过对公共建筑设施管理的现状调查,发现目前我国公共建筑设施管理缺乏一套行之有效的激励体系和评价系统。识别出公共建筑设施管理需求主体、供给主体以及市场监督主体,分析其相互间的关系,运用系统理论、集成化理论,设计了公共建筑设施管理的激励政策与措施。针对设施管理不同主体在制定短、中、长期目标的前提下,构建公共建筑设施管理服务系统激励政策体系,得到激励政策体系的理论模型,为我国公共建筑设施管理激励政策的制定提供理论依据。
By investigation of the status of public building facility management, it has been found that China public building facility management lack of an effective incentive system and evaluation system. So, this paper distinguishes FM's demand subject, supply subject and market supervision subject and analysis relationship between them. Utilizing the system theory and integration theory integrate the service function of FM, design incentive policy and measure of FM in public buildings. Construct on incentive system for FM in the different subject of FM based on designing short-term goals, medium-term goals and long-term goals: get the incentive policy system model. It does provide a theoretical basis for the establishment of incentives.
