少数民族地区城乡规划管理中公众参与制度研究

公众参与制度建设是推进少数民族地区城乡规划管理水平提高,保障少数民族地区城乡规划公平公正的有效措施,是贯彻《城乡规划法》的切实要求,是加强政务公开、完善行政公示制度的重要组成部分。通过对国外相关理论和实践的综述和对国内城市广泛调研,对当前我国城乡规划管理中公众参与制度建设的现状与问题进行了深入剖析,从法律法规完善、规划知识普及、公众意见反馈机制建立和实现有效互动等方面提出了少数民族地区加强城乡规划管理中公众参与制度建设的有效对策。

The development of ＂Participation of the public system for urban-rural planning in the minority areas＂ is the effective measures to improve the Administration and ensure the fairness of urban and rural planning. It also can enhance the government affairs and carry out〈law of urban-rural planning〉.Through extensive research, this article has provided in-depth analysis about the current status and problems of the system, and the effectual solution to enhance the system during the ＂ Twelfth Five-Year＂ Planning period from improving laws and regulations, spreading planning knowing, establishing feedback mechanisms, implementing interaction methods, and so on.
