我国基本养老保险全国统筹的动力源泉与路径选择

全国统筹是基本养老保险统筹的最高层次。基本养老保险从省级统筹过渡到全国统筹,是解决省级统筹中诸多弊端的必然选择,也是我国社会保障制度改革和完善的重要内容之一。文章在分析我国基本养老保险统筹层次的现状及其存在的问题基础上,指出相比省级统筹,全国统筹更有利于维护社会公平、缓解政府财政压力、促进劳动力自由流动和增强抗风险能力,在此基础上,本文进一步指出了推进基本养老保险全国统筹的路径选择。

The national co-ordination level is the highest level of basic pension insurance co- ordination. The transition of basic pension insurance from the provincial co - ordination to the national co - ordination is not only the inevitable choice to address the shortcomings at the provincial co-ordination level, but also the important part to reform and to improve China＇s social security system. The article analyzes the current situa-tion and probleems of the co-ordination level of basic pension insurance, and then pointing out that com-pared with the provincial co-ordination, the national co-ordination is more conducive to the maintenance of social justice, easier to relieve the financial pressure of the government, and better to promote the free flow of labor and to enhance the anti risk ability, and further points out the choice of path to promote the na-tional co-ordination of the basic pension insurance.
