摘要 开发松花江流域水资源配置与调度系统是为了实现嫩江、二松和松干约40万km2流域范围的水资源配置和规划管理,在方案模拟中同时考虑了天然降雨径流过程和各类人工取回水活动的叠加影响,与此同时,通过控制和调节流域范围内水利工程的运行规则,还可进行针对哈尔滨市的水资源区域调度的研究。该系统主要基于数据库、水资源和水动力数学模型及地理信息系统等平台,同时根据流域管理的特点,开发当地所需的功能组件,采用2000年流域数据资料进行模型验证,包括水文、用水、重点取水口、水库和电站资料,取得较为满意的效果。通过验证后的系统平台,进行松花江流域各规划年的水资源配置和调度方案的研究。 The development of Songhua River basin water resources allocation and distribution system is to achieve the goal of watershed water resources allocation and planning management about 400,000 square kilometers in Nen River basin, the Second Songhua River Basin and the Main Songhua River Basin. The scheme simulation thinks about cumulated influence of the natural rainfall-runoff process and the intake and return water volume from different types of water users. Meanwhile, it can also carry out the study of the regional water transfer for the Harbin city through the operation rules control and regulation of the hydraulic structures. The system is mainly based on the techniques of database, water resources and hydrodynamic mathematical models and geographic information systems. And it is also integrated with functional components for watershed management. The basin data in 2000 are used for model validation, including hydrology, water use, important water intake point, reservoirs and power plant data, which lead to satisfactory results. The system will play an important role in the research of the water allocation and distribution in the Songhua River basin.
