摘要 以提升煤矿安全风险集成管理能力为目的,依据对多家煤矿企业的实地调研和有关管理成熟度理论基础的研究,采用目标-手段-分析-评价与优化逻辑框架方法,构建了包含组织保障、管理机制、管理方法、资源投入、人员能力和安全文化6个维度和35个二级评价指标的评价指标体系。分别运用探索性因子分析方法和验证性因子分析方法对所构建的评价指标的信度和效度进行了验证,并采用加权乘积加总的方法来确定各维度的分值,以此来评价煤矿安全风险集成管理成熟度水平。最后,运用构建的评价模型与方法展开案例分析。 The present paper takes it as the target to improve the safety risk integration management competence of the coal mine enter- prises. For the given purpose, we have summar/zed the reasons of the coal mining accidents through literature review, including how to heighten the safety awareness and enhance the management experi- ence for the coal miners as well as make up for the insufficient safetyinvestment and game theory to strengthen the leadership of the mining practices among the stakeholders. Through the investigation of 11 coal mine enterprises, we have found that the radical problem leading to production accidents and unexpected disasters come mainly from the low coal mining safety risk integration management competence and resolution. We have also made clear that there have not been estab- fished mature evaluation model in the field of coal mining safety and security worked out by the relevant scholars, which is likely to ac- count for the immature management of the coal mines in China. On the basis of our investigation, we have indentified 6 index through logic analysis, which include five sections, that is, the safety and se- curity target, method, analysis, evaluation and optimization. For do- ing our research, we have referred to over 30 experts for consulting and inquisition on the existing 11 coal mine enterprises, we con- structcd coal mine safety risk integration management maturity evalua- tion model which contains 35 evaluation indices. Afterwards, we have done delivered 330 copies of survey questionnaires, and received the valid response rate of 80.3%. Subsequently, we have made ex- ploratory factor analysis and confirmatory factor analysis to test the re- liability and the validity of the 35 evaluation indices, respectively. The results of our investigation demonstrate that the evaluation indices can be used to account for the above said 6 index. And, the next, AHP method has been adopted to determine the weights of 35 evalua- tion indices, which has enabled us to choose the weighted product sums method to evaluate the level of the coal mine safety risk integra- tion management maturity. And, last of all, we have introduced the case of Y coal mine and tested the effect of the evaluation model and the method which we have constructed in this paper. Thus, it can be said that the coal mine safety risk integration management maturity e- valuation model and the corresponding method we have developed are both scientific and feasible for its purposes.
