欧盟“再工业化”战略解析

An Exploration of the Re-industrialization Strategy of the EU

"再工业化"是危机形势下欧盟在产业结构调整方向上的新的战略性定位,也是当前欧洲正在发生的经济结构转型的核心内容之一。本文集中考察了欧盟"再工业化"战略,包括其出台背景、主要内容、实施框架、落实的基础与困难等。分析表明,"再工业化"的提出标志着欧盟已将工业的地位提升至战略考量层面,这一转变既是基于欧盟对"新工业革命"发展趋势的战略判断,同时也体现了其寻求通过结构性手段促进经济复苏与可持续增长的意图。针对当前工业与宏观经济现状,欧盟为"再工业化"战略设计了一套包括"四大支柱"与"六大优先领域"的实施框架,旨在重启工业投资并使之与产业结构升级相结合。整体而言,欧盟"再工业化"战略的实施具备了一定的基础,也面临着诸多不容忽视的挑战,其执行效果与影响尚待观察。

'Re-industrialization' is one of the strategic decisions aimed at adjusting the industrial structure as well as one of the key components of the current economic structural transformation in the EU.This paper shows that the 're-industrialization' strategy symbolizes the promotion of industry to a strategic level,which is based on the EU's judgment of the future tendency of the 'new industrial revolution' and its intention to stimulate economic recovery and sustainable growth through structural means.In view of the current situation of the industry and macro-economy as a whole,the EU has designed an enforcement framework consisting mainly of 'four pillars' and 'six priority areas' in order to stimulate new investments.Although the EU has already carried out some groundwork in order to complete the re-industrialization strategy,a number of challenges still lay ahead.
