中国参与国际反恐合作的历史进程——基于双重话语实践的分析

China's Participation in International Cooperation against Terrorism:An Analysis Based on Double Discourse Practice

中国参与国际反恐合作进程远早于"9·11事件"发生,突出表现为双重话语实践,既包括国际上的外交话语实践,也表现在国内立法话语实践。双重话语实践呈现出非一致的阶段性发展,实现了由有所分歧到日渐趋同的发展,国际反恐规范与国内反恐规范也因此日益衔接,体现了中国参与国际反恐合作的不断深入。不过当前中国反恐的话语实践受国际反恐规范影响较大,自身话语还有待提升,为应对国际反恐新形势,中国应该更加积极主动地提升反恐话语权。

China took part in international counter -terrorism cooperation far earlier than ＂9 ·11 Incident＂, with double discourse practice being the most prominent performance. The first is diplomatic discourse practice internationally, and the second is domestic discourse practice for legislation punishment. The two discourses didn＇t evolve consistently, however they got converged gradually, which reflected the deepening of China＇s participation in international cooperation against terrorism. Chinese anti -terrorism norms began to link up with international norms increasingly. But overall, China＇s discourse practice of participation in international cooperation against terrorism has been to be raised so as to deal with the greatly influenced by international norms, its own discourse power still needs new situation of counter - terrorism.
