摘要
"非升即走"是美国高校终身教职制度的一个重要组成部分,发挥着对学术人员的甄别与筛选、监督与激励的功能。尽管我国高校已经实施合同聘用,但基本流于形式,无法真正起到人才筛选的作用。虽然"非升即走"引入我国高校还存在一些制约因素,但基本条件已经具备,在部分高校新进教师中采用"非升即走"规则已经成为一个现实的选择。
The "up or out" rule is an important part of the academic tenure system in American universities. It plays the role of screening, selecting, supervising and encouraging the faculty. Although our universities have started to use the system of employment under contract, it didn't screen the talents virtually. While the introduction of "up or out" rule still faces some limiting factors,the basic conditions for introducing the rule is in the place, hence this rule has been adopted in some universities for their new faculty.
