流域水资源配置模式的机理研究

Study on mechanism of allocation mode for water resources in river basin

本文用经济学理论研究我国流域水资源配置机理。首先从流域水资源配置的"三重"约束出发,指出流域水资源配置"非古典"特性,然后分别对计划主导型、商品主导型、生态主导型配置模式的机理进行评价,最后根据现代经济学理论,综合上述各种配置模式的优点,提出了现代市场主导型流域水资源配置模式,并证明这是一种可持续发展目标导向的配置模式。

The mechanism of the water resources allocation in river basin is studied herein. First of all, the non-classical charac- teristics of the allocation of the water resources in river basin are pointed out from its trio constraints, and then the mechanisms of the allocation modes of the plan-guided, commodity-guided and ecology-guided ones are respectively evaluated, and finally, a modern market-guided allocation mode for water resources in river basin is put forward by integrating the merits of all the alloca- tion modes mentioned above, which is demonstrated to be an allocation mode guided by the sustainable development objective.
