Easier Said than Done: An Effectiveness Evaluation of Obama's Foreign Policy to Africa

奥巴马政府第一任期内明确界定了美国在非洲的核心利益,并试图从理念与政策两个维度对美国非洲外交做出变革性调整。然而,从美国在非洲的政策收益、非洲国家的反应以及全球治理的效力等三个方面来分析,奥巴马政府对非外交并未取得预期结果。然而,美国对非外交仍具有较强发展基础与较大提升空间,这给中非关系以及中美关系带来了挑战与机遇。

During his first term in office, Presid ent Barack Obam a clearly defined the U.S. coreinterests in Africa and tried to m ake som e transform ative changes to U.S. foreign policy towards Africa in two dimensions of ideas and policies. How ever, if we give a brief analysis of the U.S.foreign policy in Africa accord ing to the m erits of its gains in Africa, the response from the African countries as well as the effectiveness of global governance, we can see that Obam a administration 's foreign policy toward s Africa has not yet to produce expected results. N evertheless, the U.S. Africa diplomacy still has a large room for im provem ent and a strong found ation of d evelopm ent, which provid ed challenges and opportunities for China-African as well as China-U.S. relations.
