NGO参与美国“普世价值”推广的路径分析

How the NGOs Get Involved in Popularizing the “Universal Values” in the United States

美国在推广"普世价值"的过程中,NGO(非政府组织)扮演着不可或缺的角色,无论是政治上的"公共外交"、经济上的"民主援助"、国际舆论上的"话语权竞争",无处不见NGO的身影。本文以卡特中心的"选举监督"、国家民主基金会的"民主援助"、自由之家的"自由度评比"为例,深入分析NGO在美国推广普世价值过程中所发挥的作用。通过剖析美国推广"普世价值"的实力,笔者认为加强中国NGO建设和构建自己的核心价值体系,不仅有利于中国塑造良好的周边和国际环境,更利于中国国际形象的改善与提升。

In the process of popularizing the 'universal values ' in the U.S., NGOs played an important role and their presence can be felt everyw here,w hether it is in 'public diplomacy ' in political area,'democratic assistance' in economic area or 'competition for discourse rights ' in the international opinion. By citing som e instances such as the Carter Center 's 'election observation ',the National Endowment for Democracy 's 'democratic assistance ' or the Freed om House 's 'comparison of degree of freedom ', the author of this article did anin-depth study of the role the NGOs played in that process. By way of analyzing the actual strength of the NGOs in popularizing the 'universal values' in the U.S., this author comes to have a belief that China should strengthen its NGO setup and create its own core value system. Then and only then can China not only be able to build a better peripheral and international environm ent, but more im portantly to promote and enhance its international image.
