A Commentary on the 2013-Edition of France's “White Paper on Defense and National Security”

法国2013年版《国防与国家安全白皮书》对强国在热点地区博弈、弱国的走私贩毒恐怖活动等都对法国国家安全带来威胁的评判下,提出了依靠独立的核威慑力量、推动欧盟共同安全防务、全面重返北约军事一体化组织等政策,并采取加强国防工业建设、提高情报侦察能力、进行核武器现代化改造等措施来实现欧洲和北大西洋以及中东地区的稳定。

In the 2013-edition of France 's 'White Paper on Defense and National Security ', while it made its own judgment on the threats to its security from rivalries between big powers in the hot-spot regions and the rampant activities of smuggling, drug trafficking and terrorism from w eak countries, the White Paper put forward a series of policies, such as reliance on independ ent nuclear deterrent forces, promotion of European Union's military integration processes. The White Paper also proposed some measures to maintain stability in Europe, North Atlantic and the Middle East, for example to enhance the development of defense industries, increase intelligence and reconnaissance capabilities and modernize the nuclear weapons.
