Mutual Trust and Peaceful Development of the Cross-Strait Relations:Institutional Analysis

从两岸关系史看,互信是两岸双方解决各种复杂问题的重要前提。在两岸关系和平发展阶段,互信的巩固和深化将日益离不开两岸关系制度化。两岸关系的制度化具有稳定两岸预期、减少不确定性、防止误读误判等功能。在利益和矛盾相互交织的情况下,两岸关系的制度化建设必须符合实际,理应是一个兼具传承与创新的渐进过程。在新的形势下,两岸双方应继续共同努力,用好用足历史机遇,不断去化解限制两岸关系制度化的各种不利因素。

From the history of the Cross-Strait relations, mutual trust is considered an important prerequisite for the solution to various complicated problems between the two sides. Further consolidation and deepening of the mutual trust will increasingly depend on the institutionalization of the Cross-Strait relations during the period of the peaceful development as the in- stitutionalization can perform a function of stabilizing anticipation, reducing uncertainty and preventing misreading and errone- ous judgment. Under the circumstances of interaction between interest and contradiction, the institutional construction of the relations must conform to the actual situation and should be done in a gradual process in which the mixture of inheritance and innovation are used. On the other hand, both sides should, in the new situation, continue to work together to make full use of the historical opportunity and remove all various kinds of unfavorable factors that may restrict the institutionalization of the Cross- Strait relations.
