摘要
2012年9月12日,布鲁斯金学会发布名为《基础设施融资:增强交通州立循环基金》的研究报告。报告指出,自20世纪90年代以来,美国的州立交通循环基金为超过100个大城市的1000多个基建项目提供了数十亿美元的贷款,在很大程度上缓解了美国在基础设施(尤其是交通)上财政投入减少带来的困境。该报告对拓宽我国公共交通建设的资金筹集渠道、缓解当前地方融资平台偿还压力和防范银行信贷风险具有一定的借鉴意义。
On September 12, 2012, Brookings Institution released a report named as Banking on Infrastructure: Enhancing State Revolving Funds for Transportation. The report points out that since 1990s, U.S. state revolving funds have provided billions in financing for more than 1000 projects mostly focused on the 100 largest metropolitan areas, thus alleviates to a large extent the difficulties caused by fiscal investment reduction on the infrastructure(especially transportation). The report has a certain significance for broadening our funding sources for the construction of public transportation, alleviating the current pressure of local government to pay debts, and preventing credit risks of banks.
