景区依附型旅游小企业“社区型”发展模式探讨——以重渡沟景区为例

On the Community-based Development Model of Scenery Adhered Small Tourism Enterprises——Chongdugou Scenery for Instance

重渡沟村是典型的北方贫困山区,由于旅游小企业的健康、规范、有序发展,得到了业界及各级领导的广泛肯定,被誉为"农家宾馆的楷模、旅游带动脱贫的榜样"。重渡沟景区依附型旅游小企业的发展可分为培育起步、发展建设、规范管理三个阶段。其发展模式带给我们的启示为:景区对农民的正确引导是发展的基础;景区统一管理是持续发展的保证;农家旅馆联盟的成立是化解各方矛盾的有效措施;景区管委会与农民构建良好关系是对其进行有效管理的润滑剂;精英型村干部在旅游小企业发展中发挥了关键作用。综合各方面因素分析认为,重渡沟景区依附型旅游小企业的发展模式称为"社区型"比较恰当,这种发展模式的形成是共同的经济利益促成的,目的是实现社会文化、经济、生态环境和旅游持续、协调、健康发展,实现景区和旅游小企业的双赢。

Chongdugou village is very typical of the poor mountainous areas in north China. Because of the health, standard and orderly development of small tourism enterprises, the Chongdugou Scenery has been widely recognized in the industry and leaders at all levels. It has been known as a model of the farmhouse hotel, tourism, driven out of poverty. The development of small tourism enterprises in Chongdugou Scenery can be divided into three stages as beginning stage, rapid development stage and standardized administration Its development model gives us many revelation. Correct guidance to farmers is the basis for the development. Unified management can ensure the enterprises sustainable develop. The farmhouse hotel alliance is an effective measures to resolve the parties contradiction. A good relationship of the scenic area management committee and the farmers is the lubricant of its effective management. And also, the viUage leaders elite played a key role in the development of small tourism enterprises. Taking all factors into account, it is more appropriate to call the development model of Chongdugou Scenery tourism enterprises ＂community-based pattern＂. The formation of this pattern is facilitated by common economic interests,whose aims are to realize sustainable, harmonious and well-liking development between community, culture, economy and environments with tourism, and to realize win-win between scenery with small tourism enterprises.
