摘要
目的分析与评价建设项目可能产生的职业病危害因素种类及其危害程度,为建设项目职业病危害分类管理、防护对策和建议提供依据。方法采用类比法、经验法和检查表法相结合的原则进行评价。结果该项目的选址、总体布局、生产工艺和设备布局、建筑卫生学、职业病危害因素和危害程度、职业病危害防护设施、辅助用室、应急救援、个人使用的职业病防护用品、职业卫生管理等内容基本符合国家有关规定;该项目在生产过程中可能产生的职业病危害因素有:有毒有害化学物质、粉尘及物理因素,其中氨在热电厂锅炉加药槽(CTWA0.38—29.94mg/m3)超过职业卫生接触限值;3#锅炉巡检岗位的矽尘浓度(CTWA为0.8~6.9mg/m3)超过职业接触限值,煤场碎煤机巡检岗位的煤尘浓度的超限倍数为2.8,超过职业接触限值要求;噪声定点检测60个检测点,有42个检测点噪声强度超过85dB(A),备料车间班长、备料车间控制室操作员、碱回收车间白泥堆场铲车司机、抄浆车间班长等4个工种个体噪声检测结果超过职业接触限值要求。结论经综合评价分析,该项目属于职业病危害严重的建设项目,在按照评价报告书的建议,认真落实各项职业卫生管理制度和职业病防护设施的情况下,可达到预防和控制职业病危害的要求。
Objective To identify and analyze occupational hazards in the project and predict the category and risk degree of occupational hazards. Methods The methods of analogy , experience and checklist were applied to evaluate the project. Results The items of selection, overall layout, process and equipment layout, architectural hygiene, harm factors and de- gree of occupational diseases, protective measures for occupational diseases, auxiliary rooms, emergency rescue measures, personal protective equipments, occupational health managements met the requirements of national standards. The major occupational hazards in the construction project included harmful chemical factors, dust and physical factors; The concen- tration of ammonia ( CTWA0. 38 - 29. 94 mg/m3 ) exceeded occupational exposure limits in the dosing groove of boiler room in the analogical plant;Silica dust( CTWA0. 8 -- 6. 9 mg/m3 ) exceeded occupational exposure limits in the inspection post of the third boiler; Coal dust exceeded occupational exposure limits ( excursion limits 2. 8 ) in the coal crusher inspection post ; For- ty -two of 60 monitoring sites of noise exceeded 85 dB(A) in the workplace, the four individual noise posts including class monitor and operator in the preparation workshop, forklift driver of alkali recovery workshop and pulping workshop monitor exceeded occupational exposure limits. Conclusion The project is a serious construction project. According to advices of the assessment report, the occupational diseases should be prevented and controlled in the project if all the occupational health managements and facilities are carefully carried out.
