Government's Economic Incentive to Energy-using Units in Energy Performance Contracting

基于合同能源管理的投资模式与我国合同能源管理的发展现状,分析了节能服务公司、用能单位以及政府之间的利益关系,以提高市场行为主体的参与度和规避用能单位的道德风险行为为研究目的,探讨了政府对用能单位的激励作用并构建了相应的经济激励模型,比较分析了政府在不同激励时点下的激励力度与总成本。

Based on the investment model and domestic development status of energy performance contracting, the interest relationship of energy management company, energy - using units and the government was analyzed. The attempts to increase the participation of market subjects and circumventing energy - using units moral hazard were discussed. The incentives of govern- ment for energy -using units were investigated and the appropriate economic incentive model was constructed. The incentive strength and total cost were comparatively analyzed under different incentive circumstances.
