文庆与重用汉人之策

Wenqing and Policy of Promoting Han Oicials

晚清重臣文庆执掌权柄之际,适值太平天国革命迅猛发展时期。一方面,文庆提出重用汉人之策,护佑胡林翼、曾国藩等人,影响了江南战局的变化;另一方面,文庆虽然屡次向咸丰帝密陈破除满汉畛域,但是清政府内部的满汉关系并没有发生实质性的变化。然而,正是由于文庆重用汉人的观念,成为清政府制定和推行以汉制汉政策的思想基础,才最终延缓了清王朝的统治。

When senior official Wenqing was in power in the late Qing period, the dynasty was threatened by uprisings of the Taiping Heavenly Kingdom. Wenqing began promoting Han officials like Hu Linyi and Zeng Guofan, who later had great impact on the wars in the Jiangnan region. Although Wenqing tried to persuade the Xianfeng emperor to abolish discrimination against the Han in appointing officials, he failed to prevent differentiation between the Manchu and the Han within the Qing government. Nevertheless, he contributed to the implementation of a later policy of appointing Han officials, which had delayed the collapse of the Qing dynasty.
