危险化学品特种作业人员安全技术培训模式刍议

自2010年国家将光气及光气化工艺等15种危险化工工艺作业和化工自动化控制仪表作业纳入特种作业监管以来,危险化学品特种作业人员开始接受专门的安全技术培训考核。受考核体系的影响,培训多限制在地市范围内进行,各工种的培训难以形成数量规模,较难保证培训的针对性和培训质量。为此,提出省域培训模式,以省域范围按工种实施培训,分析了可行性,并给出了操作意见。

At the same time, dangerous chemicals special operations personnel need safety training and appraisal. Affected by appraisal system, they were usually trained within a city. The number of types is difficult to form scale, So it~ more difficult to ensure the relevance and quality of training. Provincial training mode is proposed. Training shall be carried in provincial regions by types. Analysis on feasibility and advice on operation are given.
