基层区域创新体系建设实践与思考--以上海市宝山区为例

Research on Basic Regional Innovation System Construction——An Example of Baoshan in Shanghai

区域科技创新体系是一个地区科技、经济部门和有关机构之间相互协调、良性互动,促进创新资源合理配置、高效利用,融创新执行机构、创新基础设施、创新资源、创新环境等创新要素于一体的系统,是提高科技竞争力和优化科技资源配置的必要载体,是科技经济、社会可持续发展的坚实基础。郊区,作为大都市区的有机组成部分,有其独特的经济、社会和科技特点,其科技创新体系的建设和发展也有自己独特的规律。借鉴已有研究成果,在对基层创新体系的内涵、特点及功能分析界定的基础上,以上海市宝山区为例,梳理大都市郊区基层创新体系的建设实践,并对推进宝山区域创新体系建设提出对策建议。

Regional innovation system is the development foundation of regional economic and society, in which science and technology, economic sectors interacting to each other. As a strong supporting to scientific and technological competitiveness, the system contains innovation infrastructure, innovation resources, innovation environment and other innovative elements in one the system. Suburbs, as an integral part of the metropolitan area, has its unique economic, social and technological characteristics. In suburb region, basic regional innovation system has its own unique pattern. This paper selecting Baoshan as an example, has researched on the significance and countermeasures for Shanghai to construct its basic regional scientific and technological innovation system.
