新农村建设背景下农村生产性公共产品供给效率研究——以河南省为例

Study on supply efficiency of rural productive public goods in the context of the new rural area construction——Taking Henan province as an example

以2000—2008年河南省18个地市的面板数据为样本,运用数据包络分析法对河南省农村生产性公共产品供给静态效率进行总体分析与评价,并利用Malmquist指数对其动态效率进行测算。结果表明:河南省农村生产性公共产品供给综合效率处于无效率状态,三大区域农村生产性公共产品供给综合效率和纯技术效率存在显著差异。河南省农村生产性公共产品供给动态效率总体上呈现改善的趋势,其动力主要来源于技术进步。结合各地市农村生产性公共产品供给综合效率和Malmquist指数分析,提出了各地市改善农村生产性公共产品供给效率的建议。

Using the DEA model, the paper analyzed and evaluated the supply efficiency of rural productive public goods in Henan province based on the panel data of 18 cities in 2000-2008, and calculated the dynamic efficiency by using Malmquist index. Results showed that the supply efficiency of rural productive public goods in Henan province was in inefficiency state. There were significant differences of the supply efficiency of rural productive public goods and pure technical efficiency in three regions. The dynamic efficiency of rural productive public goods in Henan province showed an improving trend, its power mainly came from technological progress. Combined supply efficiency of rural productive public goods and Malmquist index, the suggestions for improving the supply efficiency of rural productive public goods were put forward
