贵州省退耕还林发展问题研究——基于退耕农户的实证分析

Research on development problems of returning farmland to forest in Guizhou province——Based on empirical analysis of the farmer of returning farmland

为揭示当前退耕农户在发展中存在的问题,寻求解决途径,以便顺利开展第二轮退耕还林工作,采用随机入户问卷调查与访谈的方法,对贵州退耕农户进行入户调查,从纵向与横向角度分析退耕农户在后续发展中存在的缺粮问题、对退耕补助标准和补助限期望过高、家庭经济收入净增长缓慢、退耕农户后续产业发展能力差与发展质量低、生态环保责任意识较低等问题,指出必须将退耕还林工程与贵州经济社会发展战略相结合,深入推动贵州生态环境保护与建设,大力开展生态文明建设,才能解决退耕农户发展中的问题,实现巩固退耕还林成果的目标。

To reveal the problems of farmers of returning farmland, look for a solution and successfully carry on the second round of returning farmland to forest, based on random household surveys and interviews of the farmers of returning farmland, from the views of lengthways and crosswise, this paper analyzed the developing problems of farmers of returning farmland, including food shortage, too high expectation to the allowance standard and allowance years, slow increase of family income, poor development ability and development quality of follow-up industry, low levels of public environmental awareness. Then this paper suggested that, in order to solve the developing problems of farmers of returning farmland, achieve the goal of enforcing the benefit of returning farmland to forest, we need to combine returning farmland to forest with Guizhou＇s economic and social development strategies, to promote Guizhou＇s ecological protection and eeological eonstruction, to carry out the construetion of ecological civilization.
